Although, they are reducing fund, it costs the penitentiary system in Mexico US $1 billion per year. Citizens challenge the soundness of such costs.

Pilot programme

The authorities of Nuevo León state think of some changes to maintain overcrowded prisons and growing expenses.

As such, they decided to run a home detention program for minor offenders. They tested the system of electronic monitoring for parolees / probationers in the USA and Europe. However, it appeared to be a good alternative to the custody. Therefore, it could work in Mexico too.

Local authorities had high expectations of the project and would like to :

  • Casually and continually control 500 disciplined offenders. This is to ensure that parolees/probationers do not leave the house or stay within a permitted area.
  • Also, to save money of taxpayers on extra bed in prison.
  • At last, to guarantee the security in neighborhoods.

Solution offered

Lertek was in charge of the technical part of the project. So, they offered GPS tracking solution from Gosafe. It a home beacon, an ankle bracelet with an RFID tag and LBS as secondary location source.

And that’s how it works :

A probationer wears an electronic bracelet. Usually, it is a personal tracker which offers RFID-based control indoors and GPS/LBS location detection outdoors.

Home beacon casually reads an RFID-tag to make sure that a probationer stays inside.

Lertek draws geofences in Wialon whenever they allow a probationer to leave home. Those are used to keep an individual inside the predefined region.

A probationer cannot get rid of the bracelet.

When a person wears the bracelet, temperature sensor reacts to body temperature.

You cannot cut the tie as it is made of optic fiber and sends notifications about any interference to the system.

Whenever a probationer tries to remove or damage the bracelet, the system will notify the controlling body. At the same time, the bracelet vibrates to warn its owner of the violation.

Results

Oustandingly, their partner accomplished 24/7 control of 500 offenders. They were aware that the officers were constantly monitoring and tracking them. As a result, there were no serious violations and no runaways since they detect the implementation of the home detention programme.
